12차 교섭이 7월 16일(월) 오후2시 신관 8층 회의실에서 있었습니다.
이날도 지난주와 마찬가지로 1시간 정도 현안문제를 다루었는데, 우리가 결혼을 하면서 경조금으로 500,000원을 받았다고 가정하고, 공제되는 금액을 계산해 보면 17%정도되는 세금 (약 85,000원), 국민연금이 경조금을 받고 등급이 오를 경우 월 6,000원씩 년간 72,000원, 그리고 건강보험료 월1,000원씩 년간 12,000원으로 합계 169,000원의 공제되는 금액이 발생합니다. 즉, 500,000원 받아서 169,000원 떼고 나면 331,000원 남는데 이것이 실질적으로 우리가 받는 금액입니다. 이는 이전에 잘 운영되던 공조회가 없어지는 과정에서 공조회가 보유하고 있던 돈을 병원에서 별도 관리하지 않고 일반회계에 귀속시키고는 급여화해서 지급하기 때문임을 지적했고 병원측은 개선방안이 있는지 고민해 볼 필요 있다는 답변을 하였습니다.
병원 측에서 지난주 10차와 11차 교섭에서 내놓은 개악안에 대한 세부적인 내용을 담아서 제출하였습니다. 세부적인 내용이 나왔을 뿐 큰 틀에서 직군을 분리하자는 내용과 용역직의 범위를 늘리자는 내용의 변화는 없었고, 병원의 수익성을 담보하기 위해서 직군분리제를 도입하겠다는 것과 병원의 양보보다는 노동자의 희생을 요구하는 기조의 변화 또한 없었습니다.
그리고 이날은 한술 더 떠서 정규직과 분리직군이 고통 분담해야 한다며 가족수당 지급금액을 30,000원으로 제한하자고 합니다. 학자금을 10년 이상 근속자에 한하여 1자녀 500만원/년, 2자녀 250만원/년으로 축소하자고 합니다. 종합검진을 10년 이상 근속자에 한하여 만40세 이상자로 축소 실시하자고 합니다. 어린이집을 위탁경영하자고 합니다. 조리보조원, 병동보조원, 안내, 전화예약, 교환을 용역직으로 넘기자고 하면서 용역직은 용역회사의 정규직이라고 합니다.
이런 말도 안돼는 안을 제출하고 조합측의 반응이 냉담하니까 최종안은 아니라고 발뺌하면서 계속 검토하여 수정보완 하겠다고 합니다. 하지만 분리직군을 도입하겠다는 기조를 바꾸겠다는 발언은 없었고, 증축을 앞두고 많은 돈이 들어가고 인력이 급증하는 등의 이유로 조합측의 요구는 수용할 수 없다고 합니다.

노동조합의 요구는 1년 이상 근속자에 대한 정규직화 입니다. 지금 병원측에서 내놓고 있는 제시안은 우리의 요구와는 너무나도 많이 차이가 나는 것입니다. 현재 전국은 비정규직 문제로 몸살을 앓고 있습니다. 이랜드(홈에버)가 그렇고 연세의료원이 그렇습니다. 이랜드노조는 올해의 투쟁을 2년간 준비했다고 합니다. 연세의료원노조는 1년이상 근속한 비정규직을 정규직화와 인력문제 등으로 20년만에 하는 파업이랍니다. 우리도 병원측의 태도와 생각의 변화가 없다면 중대한 결단을 할 수 밖에 없을 것입니다.
가족수당은 받고 있나요?
제 66 조 (가족수당)
병원은 부양가족 수에 따라 다음의 기준으로 지급한다.
1. 지급액
1) 배우자, 부모 1인당 : 20,000원 2) 자녀 1인당 : 15,000원
2. 지급 대상자
1) 부 : 만 60세 이상 모 : 만 55세 이상 (대상이 되면 지급)
2) 자녀는 만 18세 미만자에 지급 (재학생인 자녀는 졸업 때 까지)
3) 신체 장애자는 연령 제한이 없음
4) 배우자수당은 소득에 관계없이 기준에 따라 지급한다.
5) 부양가족은 연말정산 시 부양가족으로 공제되는 범위로 하되, 부모에 한해서는 직계존속에 한하고, 배우자 부모는 실동거에 한한다. (단, 세부지급규정은 가족수당지급규정에 의한다)
우리 병원의 여성 조합원들 중 상당 수가 “가족수당은 남성에게만 지급 되는 것 아닌가?”라고 생각하고 가족수당을 신청하지 않고 있는 것 같습니다. 이러한 내용으로 노동조합에 많은 문의가 오고 있어 이렇게 알리고자 하오니 참조바랍니다.
단체협약에 의거하여 가족수당을 신청하여 받을 수 있는 내용들은 위 단체협약 내용으로 대체하며, 남녀의 구분없이 지급토록 되어 있으나 연봉이 많은 사람이 연말 정산시에 부양가족으로 등재하여야 보다 많은 혜택을 받을 수 있음을 알려 드립니다.
예를 들어,
부: 만 60세 이상 모: 만 55세 이상
배우자, 만 18세 미만의 자녀가 2명 있을 경우의 가족수당으로는 매월 9만원이 지급되며, 상여금 지급시에는 5만원(상한선)이 포함되어 지급되고 있습니다.
단체협약서는 문서화 된 우리의 삶이다.
노동조합 홈피에 매년 갱신되는 단체협약서를 기재하고 있습니다. 그리고 병원홈피에 원내 규정집이 개시되어 있습니다. 꼼꼼히 보신다면 내가 받을 수 있는 혜택임에도 불구하고 몰라서 받지 못하고 있는 것들이 있을 수 있습니다. 그리고 내용이 어려워 궁금한 사항이 생기면 담당 실무부서에 질의해 보시고 불합리한 점이 있다고 판단되시면 조합에 질의나 상담을 요청하십시오. 그런 활동들이 일상적으로 이루어질 때 우리의 복지처우는 점점 더 낳아질 것입니다.
